Job Description

Our client is seeking an experienced Project Controls Manager to lead the implementation and management of project controls on large-scale industrial and infrastructure projects in Montreal, QC. In this role, you will be a key member of the project leadership team, providing strategic insights, data-driven analysis, and proactive oversight to ensure projects are delivered on schedule, on budget, and in compliance with contract requirements.

This role offers the opportunity to work on high-profile EPC projects and drive performance excellence across scheduling, cost control, and risk management.

Responsibilities:

Project Controls System Setup & Oversight

  • Establish and implement a full project controls framework covering schedule, cost, progress measurement, and reporting.

  • Develop project-specific procedures, templates, coding structures (WBS, CBS), and reporting standards.

  • Ensure alignment with contract requirements, execution plans, and governance processes.

Planning & Scheduling

  • Lead the development of baseline schedules, including EPC breakdown, sequencing, and critical path analysis.

  • Monitor schedule performance and recommend recovery actions.

  • Coordinate progress updates with engineering, procurement, and construction teams.

Cost Control & Forecasting

  • Implement cost control systems for budgets, commitments, expenditures, and earned value.

  • Validate contractor cost reports, variations, and forecasts.

  • Prepare monthly forecasts, variance analysis, and financial insights.

Progress Measurement & Analytics

  • Implement earned value and progress measurement methodologies.

  • Monitor productivity trends and provide early warning reports.

  • Generate dashboards and analytics to inform project decision-making.

Change & Risk Management Support

  • Manage change control workflows with impact analysis.

  • Maintain change logs and integrate approved changes into project controls.

  • Support cost and schedule risk management initiatives.

Reporting & Communication

  • Prepare weekly and monthly reports for the Project Director.

  • Support governance reviews, audits, and client reporting requirements.

  • Present findings clearly to support informed project decisions.

Leadership & Team Management

  • Lead and mentor the project controls team.

  • Ensure data accuracy, consistency, and compliance with project standards.

  • Promote knowledge transfer and development of junior staff.

Requirements

  • Bachelor’s degree in Engineering or related discipline.

  • Minimum 10 years of experience, with at least 5 years in a project controls manager role.

  • Proven experience implementing full project controls systems.

  • Proficiency with Primavera P6 and project control systems (PRISM, EcoSys, or similar).

  • Strong analytical, problem-solving, and communication skills.

  • Deep understanding of EPC lifecycles and construction execution.

  • Experience managing mega-projects or large-scale EPC projects.

  • Knowledge of BIM planning or advanced analytics tools.

  • Experience with risk analysis and mitigation.

  • Certifications such as PMP, PMI-SP, CCP, EVP.

  • Experience working in joint ventures or international project structures.
