SOC Delivery Program Manager

Job Description

The SOC Delivery/Program Manager will be responsible for orchestrating the delivery of cybersecurity operations services to member institutions of the Regional Security Operations Centre (rSOC). This role combines operational execution with strategic oversight—ensuring services are delivered on time, within scope, and to defined service levels.

Working closely with the Director of Cybersecurity, SOC Manager, VP Technology, and Project Teams, the successful candidate will align delivery activities with long-term program goals, anticipate capacity needs, and identify opportunities to improve scalability, efficiency, and member experience.

Responsibilities:

  • Service Delivery Coordination & Leadership

    • Lead the day-to-day coordination of service delivery across the rSOC, technical operations, and project teams.

    • Own the delivery roadmap, ensuring onboarding and operational commitments are met.

    • Support the Director of Cybersecurity in aligning service delivery with strategic and program objectives.

    Member Onboarding

    • Serve as the primary point of accountability for onboarding new member institutions.

    • Lead intake and scoping activities with internal and external technical teams.

    • Track onboarding progress, resolve delivery blockers, and maintain clear communication with members.

    • Ensure seamless handoff from onboarding to steady-state operations with accurate documentation and reporting.

    Reporting & Performance

    • Maintain and report on onboarding metrics, service delivery KPIs, and SLO performance.

    • Prepare operational reports for internal leadership and external member institutions.

    • Support budget tracking by reporting delivery resource usage and forecasting capacity needs.

    Delivery Oversight & Escalation

    • Own delivery schedules and milestone tracking across concurrent initiatives.

    • Identify delivery risks early, escalate appropriately, and drive mitigation actions.

    • Coordinate with the SOC Manager to ensure operational readiness at each onboarding stage.

    • Ensure delivery processes are standardized, documented, and repeatable.

    Continuous Improvement

    • Identify and address process gaps to increase efficiency, scalability, and consistency.

    • Contribute to the development of onboarding playbooks, service runbooks, and workflow automation.

    • Collaborate with the VP Technology to align infrastructure capacity with delivery timelines.

    Stakeholder Engagement

    • Build and maintain strong relationships with member institutions during onboarding and early operations.

    • Act as a liaison between members and internal SOC functions.

    • Support the Director of Cybersecurity in external reporting and communications.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, or a related discipline.

  • 3–5+ years of experience in cybersecurity operations, IT service delivery, or technical program management.

  • Demonstrated experience coordinating complex service delivery initiatives across multiple stakeholders.

  • Strong understanding of SOC operations, onboarding workflows, and service level management (SLO/KPI).

  • Proven ability to manage timelines, track milestones, and escalate delivery risks effectively.

  • Familiarity with SIEM/SOAR platforms, log ingestion processes, and security monitoring is considered an asset.

  • Excellent communication skills with both technical and non-technical stakeholders.

  • Experience in the public sector, research & education networks, or managed security services is an asset.
