Program Control Officer (Independent Contractor - 6 months)

Job Description

We are seeking a detail-oriented and highly organized Program Control Officer (PCO) to support the Program Management Office (PMO) in driving governance, reporting, financial tracking, and delivery controls across multiple workstreams.

This role is critical in ensuring projects adhere to established methodologies, reporting standards, financial controls, and documentation practices. The successful candidate will be proactive, analytical, and thrive in a fast-paced, cross-functional program environment.

This is a 100% independent contractor role; applicants must be eligible to provide services as a self-employed contractor.

Responsibilities:

  • Maintain project governance frameworks, standards, and templates for the PMO.

  • Lead program-level delivery reporting and dashboards for leadership and stakeholders.

  • Develop and maintain consolidated project schedules and milestone tracking across workstreams.

  • Maintain and update RAID logs (Risks, Assumptions/Actions, Issues, Decisions) with timely follow-up.

  • Prepare executive-level status reports, dashboards, and summaries for multiple stakeholders.

  • Monitor project performance metrics and escalate trends or risks as needed.

  • Ensure accurate and current project documentation in shared repositories.

  • Coordinate PMO and governance meetings, including preparation of materials and action tracking.

  • Support audits, compliance reviews, and documentation requests.

Requirements

  • 5+ years’ experience as a Program/Project Control Officer, PMO Analyst, or Project Coordinator.

  • Strong knowledge of project governance, financial tracking, and reporting processes.

  • Experience supporting large, complex programs with multiple stakeholders.

  • Proficiency in project management and reporting tools (e.g., MS Project, Excel, Power BI, Smartsheet, JIRA, Confluence, ThinkCell or similar).

  • Excellent analytical, organizational, and documentation skills.

  • Strong written and verbal communication abilities.

  • PMP, CAPM, or PMO-related certification is an asset.

  • Aviation or aerospace industry experience is an asset.

  • Maintenance, Operations & Repair experience is an asset.
